Definition and approval: basic and front end engineering design, appropriation request, and capital investment decision.
Execution: bidders prequalification, bidding phase, contract award, engineering, procurement and construction
Contracting strategy: setting up a contracting plan and selecting the most effective type of contract to meet the objectives, level of service required and degree of responsibility of the parties involved.

Risk management: project reviews, risk assessment, monitoring and control.
Administration: reporting, change order procedure, claims handling, incentives and penalties, right to audit.

Basis: Work and Organization Breakdown structures (WBS and OBS), assignment of responsibilities (cost and time).
